I think you might be taking life too seriously, but that's only my opinion.
Politically and socially this is a grim representation of entertainment and advertizing media's impact on how average people view the world. Realistically it's rather overstated. Only less than 1% of people ever make it into television or movies, so you can't really base your view of society on the droves of morally bankrupt carbon-copy redneck uneducated talking heads that seem to permeate entertainment media -- the same goes for advertizing. At most, I'd view this as a worst case scenario of what could happen if the entire population stooped to the mindset of the aforementioned 1%.
Artistically this is somewhat of a masterpiece for the genre. The art and stylized animal characterizations made to represent different aspects of modern society are well-concieved. They're animated how you would expect something in a clockworks to move (repetitive, unchanging and lifeless-like). It does remind me of The Wall, as someone else mentioned.
Overall it's a depiction of a bleak future wrapped up with strange characters and put to some spot-on music selection.
The sound does seem to be a little scratchy. If that was intentional, then ignore me. If not you might want to see about improving that.

Contrary to killachika's review, that wasn't Sims' music at the mall. It was the house interior theme from Zelda 2: The Adventure of Link (a remix rather).
I love the Kill Bill sequence, and Navi is still Link's verbal bitch slap with wings. It would also seem that Link is a hopeless romantic (in every sense of the sentiment).
My only complaint is the lack of cinsistancy with the voice acting. Some lines are done really poorly while a lot of them sound good. It seems like you gave the actors the line (some of them were rather difficult) and kept the first take -- where a second or third try would have sounded better. Also, the voices tend to get drowned out by the sound effects and music, but that's a lot more difficult to deal with considering the adjustment limitations within Flash (you end up having to do all the mixing in another program before ever adding it in, which is a real pain in the arse and slows down the production).
The rest of it, however -- especially the artwork and animation -- makes up for the shortcomings in the sound department (at least you're not using text bubbles or canned voice-overs). Overall, It's certainly a lot better than about 95% of the submissions made to NG. With some tweaks it would be immaculate.

The newspaper clips flip by too fast to be read, but the rest of the presentation isn't bad -- though it's a bit ambiguous.
I'm really not sure what clockwork gears have to do with superheroes, but it might just be me.
The review before me is just about the most close-minded, racist review I've ever seen, so pay no attention to Rodents.
If you can do an actual animated short with that quality of art (the character depiction), and still maintain some amount of continuity that'd be great.

"Why do people vote high on these?"
They're boring, oversized and depressing.
I've yet to be able to sit through an entire episode - I got tired of waiting for something to happen. It might not be so bad as a web comic, but dragging out the melodrama with slow camera pans speckled with dialogue bubbles, then topping it off with funeral music doesn't make for an interesting or entertaining flash.
